KOMAIHALTEC: Steel frames and bridges, offshore wind towers in development

KOMAIHALTEC Inc. (5915) · Initiated coverage 2026-10-23 · Beluuga AI Research Team · Independent research

Not investment advice or a solicitation. See Important disclosures below.

Business overview

  • KOMAIHALTEC designs, fabricates and erects steel building frames and steel bridges, handling the full process from estimating and design through fabrication and on-site erection, and also performs bridge maintenance and seismic retrofit work. The steel frame business is the larger of the two, and together they account for nearly all revenue (see Performance & Balance).
  • The company reports four segments: Bridges, Steel Frames, Infrastructure & Environment (mid-size onshore wind turbines, which the company describes as the only such manufacturer in Japan, plus overseas infrastructure work), and Real Estate (leasing of unused land at its Osaka works in Nishiyodogawa Ward). Printing and other activities sit outside the reportable segments.
  • Customers include general contractors on private building projects and public-sector clients on bridges, chiefly the national government, local governments and expressway companies. In the annual securities report for the year to March 2026, Shimizu Corporation was the largest customer, in Steel Frames, and the Ministry of Land, Infrastructure, Transport and Tourism was the second customer disclosed, in Bridges.
  • The group comprises the parent and three consolidated subsidiaries, with 618 employees at March 31, 2026; two of its fabrication plants hold the S-grade certification from the Ministry of Land, Infrastructure, Transport and Tourism that allows unrestricted fabrication of steel for high-rise buildings. The company moved from the Prime to the Standard market of the Tokyo Stock Exchange in June 2025.

Investment case

  1. The annual securities report for the year to March 2026 states that operating profit rose despite lower sales because the company obtained additional change-order contracts on some large bridge projects and tightened profit management. The bridge order backlog was higher at year-end than a year earlier (see Performance & Balance).
  2. The company holds a substantial portfolio of investment securities, which increased during the year to March 2026 along with the unrealized gains recorded in equity. In the first quarter of the year to March 2027, dividend income from these holdings was the main reason the company reported ordinary profit despite an operating loss, which makes the portfolio a material item for shareholders assessing the balance sheet.
  3. During the year to March 2026 the company repaid long-term borrowings, redeemed bonds and repaid short-term loans, and it maintains committed credit lines and a committed term loan for capital spending with five banks each (see Performance & Balance). The first-quarter earnings release keeps the semiannual dividend forecast unchanged, and the average share count in the quarter was lower than a year earlier.
  4. The company is building an offshore wind tower manufacturing business using subsidies from the New Energy and Industrial Technology Development Organization's Green Innovation Fund and the Ministry of Economy, Trade and Industry's GX supply chain program. It states targets of supplier certification in 2026 and project-by-project fabrication contracts from 2027 onward, and it plans to build the first unit of a newly developed one-megawatt onshore turbine during the current fiscal year.

Bear case

  1. Orders fell in the year to March 2026, led by a steep drop in Steel Frames, and fell again in the first quarter of the year to March 2027 as bridge orders dropped. The total order backlog at June 30, 2026 was lower than a year earlier, with the steel frame backlog down most.
  2. The company forecasts lower operating profit, ordinary profit and net income for the year to March 2027 and left that forecast unchanged in the first-quarter release. The quarter showed an operating loss, which the company attributes to construction costs incurred ahead of change-order contracts.
  3. The Infrastructure & Environment segment continues to report losses and accounts for most of the group's research and development spending. The offshore wind tower business generates no revenue and only development costs, and the company states that project schedules for Japan's offshore wind tenders have shifted because of rising material costs.
  4. The company describes the bridge market as one where new orders remain at low levels and order volume is being restrained by policy and fiscal conditions, and it states that steel frame demand has stayed weak for three consecutive years with large projects being postponed or revised.

Catalysts

  • Progress toward the stated offshore wind tower milestones: supplier certification targeted for 2026 and fabrication contracts targeted from 2027 onward.
  • Renewal of the company's specified construction business license from the Minister of Land, Infrastructure, Transport and Tourism, which expires on September 18, 2026; the Construction Business Act sets a five-year validity period, and the company states no factor currently impedes renewal.
  • Results for the six months to September 2026, the interim dividend with a September 30 record date, and progress on the Medium-Term Management Plan 2026 under the management structure that began with the fiscal year starting April 2026.

Key risks

  • The company rates the risk of costs incurred ahead of revenue as high in likelihood and impact: on larger projects, costs for client-requested changes can build up before additional revenue is recognized, and the first quarter of the year to March 2027 showed this effect.
  • Dependence on public works for bridge orders, and the inability to pass rising steel prices or labor costs through to contract prices quickly, are each rated by the company as high-impact risks.
  • The company states that if the offshore wind tower business is delayed or demand falls short, it may be unable to recover its investment and may need to record impairment losses on the related fixed assets; it is considering using the equipment for other large steel structures and onshore turbine parts as a fallback.
  • The articles of incorporation lower the quorum for both director elections and special shareholder resolutions to holders of one-third of voting rights. The largest shareholder listed is an individual, and steel trading companies, a steelmaker, a bank and a life insurer are among the other major holders (see Shareholders).

Assumptions

  • Financial figures on this page come from beluuga.ai's daily data set; trading liquidity is measured over the period shown. We do not use consensus estimates.
  • The president changed between the year to March 2026 and the first-quarter release: the person listed as senior managing director in the annual securities report's board attendance table is named as president in the first-quarter earnings release, consistent with the company's statement that a new management structure began in the fiscal year starting April 2026.
  • The first-quarter earnings release was not reviewed by the auditor and does not include a cash flow statement, so quarterly cash movements can only be inferred from balance sheet changes.
  • Qualitative statements are taken from the annual securities report for the year to March 2026 and the first-quarter earnings release for the year to March 2027.
