SUS: Engineer staffing drives results as side businesses are reshaped

Business overview

  • SUS is a Kyoto-based engineer staffing company that operates from seven offices in Japan: Kyoto, Tokyo, Yokohama, Nagoya, Osaka, Kobe and Okayama. It supplies engineers in IT, mechanical, electrical/electronic, and chemical/biotech fields to large manufacturers and system integrators. It employs the engineers as regular full-time staff and places them mainly under worker-dispatch contracts, with some work done under contract-for-work arrangements in IT and manufacturing.
  • The company reports three segments plus an 'Other' category. Solutions is the engineer dispatch and contracting business and generated the large majority of sales and segment profit in the year to September 2025 (see Performance & Balance). Consulting provides SAP/ERP consulting and, until its transfer in fiscal 2026, HR consulting. AR/VR develops AR, VR, metaverse and AI systems and runs an engineer academy through the majority-owned subsidiary Cross Reality. Other covers Stone Free, a special subsidiary for employing people with disabilities that also provides employment-transition services; Prime Road, which supports regenerative medicine; and, until fiscal 2026, AMP.KYOTO, a Kyoto tourism metaverse venture.
  • The group had 2,409 employees at September 30, 2025, of whom 2,286 worked in Solutions. Enrolled engineers numbered 2,155 at the end of September 2025 and 2,302 at the end of June 2026. The group has no sales outside Japan and no customer large enough to require separate disclosure.
  • The fiscal year ends September 30, and the company reports under Japanese GAAP. The shares are listed on the TSE Growth market, having moved there from Mothers in April 2022.

Investment case

  1. According to the annual securities report for the year to September 2025, working capital and investment are funded mainly from the company's own cash. Interest-bearing debt at that year-end was minimal relative to cash, and cash rose further by June 2026 (see Performance & Balance).
  2. In the year to September 2025 all segments were profitable. Solutions reported higher orders across engineer dispatch, manufacturing contracting and IT contracting, along with higher dispatch unit prices and more enrolled engineers. The third-quarter release for the year to September 2026 reports further gains in Solutions revenue and segment profit, a higher dispatch unit price, and an intake of 265 new-graduate engineers that exceeded plan.
  3. The company names sales growth, operating margin and return on equity as its key group indicators, and dispatch unit-price growth and enrolled-engineer count as the indicators for Solutions. This gives shareholders defined measures against which to track management.
  4. The dividend forecast for the year to September 2026 is higher per share than the dividend paid for the prior year. The full-year earnings forecast was left unchanged in the third-quarter release. The articles also allow the board to buy back shares and to pay an interim dividend without a shareholder vote, under Articles 165(2) and 454(5) of the Companies Act.

Bear case

  1. The company itself states that it depends heavily on the Solutions business and needs second and third earnings pillars. Results therefore track Japanese demand for dispatched engineers.
  2. The smaller units moved to losses in the nine months to June 2026. AR/VR posted a segment loss because of a decline from a large prior-year project, and Other posted a loss because of start-up and technology-development costs at Prime Road's new cell-processing facility. Prime Road is consolidated on the basis of effective control even though SUS holds less than a majority of its voting rights.
  3. Overall engineer utilization in the nine months to June 2026 was below the prior-year level. Selling, general and administrative expenses rose with generative-AI tool costs, employee welfare spending and outsourcing fees.
  4. Consulting revenue fell in the year to September 2025. In the nine months to June 2026 both revenue and segment profit fell after the HR consulting transfer and a selective approach to IT consulting projects.

Catalysts

  • Full-year results for the year to September 2026, to be compared with the forecast published on November 14, 2025, which was unchanged as of the August 12, 2026 third-quarter release. The year-end dividend forecast will be confirmed at the same time.
  • Progress at Prime Road's contract cell-processing business, which began operating in fiscal 2026 and generated start-up costs in the Other category.
  • Execution of initiatives stated in the annual securities report: opening a Fukuoka office, expanding investment in generative AI, and rolling out the AR/VR unit's tool that generates 3D models from 2D drawings.

Key risks

  • Hiring and retention: the company calls securing, developing and retaining engineers its most important issue. It warns that a shrinking workforce and fewer science graduates could intensify competition for staff and reduce engineer numbers.
  • Customer cycle and competition: demand depends on capital spending and R&D at IT companies and large manufacturers, and on whether customers move development sites overseas. Price competition or engineers waiting between assignments would reduce earnings.
  • Regulation: the business operates under the Worker Dispatch Act. Its dispatch and fee-charging job placement licenses are valid until February 28, 2030, and grounds for suspension or revocation are set out in Article 14 of the Worker Dispatch Act and Article 32-9 of the Employment Security Act. Leaks of client information by engineers working at customer sites are a further stated risk.
  • Governance: the board has nine directors, four of them outside directors, and all three audit and supervisory board members are outside members. The president chairs both the management committee and the risk management committee. The president is listed as the largest shareholder, and two other internal directors and one outside director also appear among the ten largest holders (see Shareholders).

Assumptions

  • Financial figures on this page come from beluuga.ai's daily data set; trading liquidity is measured over the period shown. We do not use consensus estimates.
  • The scope of consolidation changed in the year to September 2026: e-Assessment and AMP.KYOTO were removed from consolidation, and the HR consulting business was transferred. The resulting transfer gain is recorded as extraordinary income in nine-month net income, so year-on-year comparisons for net income and the Consulting segment are affected.
  • The third-quarter release was not reviewed by the auditor and does not include a quarterly cash flow statement. Board composition is taken from the annual securities report filed in December 2025, while the shareholder list is dated March 31, 2026.
  • Qualitative statements are taken from the annual securities report for the year to September 2025 and the third-quarter earnings release for the year to September 2026.
